The development of digital technologies in Bulgaria

After an extensive review of this years’s Digital Agenda report, published by the European commission, I found the great news that our coutry is showing a big progress in the ICT. Moreover Bulgaria is placed in a better position in this field than previous years, according to the latest indicators estimated for all EU members.

But still our goal is to spread the basic internet almost everywhere following the other European leaders in ICT. The main issue that concerns us is the digital divide in broadband infrastructure. In this field we can think about more investments, especially in rural areas. Indeed, the standard fixed broadband covered more and more Bulgarian homes. This year we present 19% of fixed broadband, what is below the European average, but  higher than in 2012.

The lack of operational and computer skills are the main issues for the Bulgarian digital development. Most of our citizens has either no skills or low or medium skills, with 13% of us having low computer skills in 2012.

The low proficiency in the internet usage could be the reason why we also avoid online shopping. The e-commerce is recently becoming very popular way of trade in the EU states. But still the lack of trust and infrastructure an e-commerce culture make Bulgarians insecured when they shop in the web.

We also should take into account the ICT in our school education system.  It’s important to know that  there are half the number of computers, which are mainly desktop, laptop, whether or not connected to internet. In many Bulgarian schools the main problem is lack of computers for the students, who are supposed to use computers and other digital devices during their education. All this follow to the result that at grade 8 Bulgaria ranks in the bottom five countries on this indicator with 11 students per computer.

The Commission gives us some suggestions how to improve our ICT and education. Firstly we should think about investments in teachers’ professional development and concrete support measures, accompanying specific policies at school level. We also need to come up with new projects in order to increase effectively and dramatically young people’s digital competence and the key competences described in the European framework.
